SPEAKER BIO

Julia Gannaway has particular expertise in Civil Service, Meet and Confer, and Collective Bargaining developed over more than 20 years of specialized practice. She has advised city managers, city councils, chiefs and Civil Service Commissions on LGC Chapter 143 issues, and has conducted numerous civil service appeal hearings. Julia has broad experience in interpreting contract provisions from collective bargaining and meet and confer agreements, as well as experience negotiating and drafting such agreements. Local Government Code provisions relating to public safety employment are fraught with peril, but Julia is exceptionally knowledgeable at navigating their pitfalls.
